Yes. The classic heroes spent their entire lives devoted to acts of heroism. The modern day hero seems to be someone who is in the right place at the right time. Military, Police, and Firefighters are rarely recognized as heroes today, although they do fit the classic example, and should be.
On another note, sometimes a hero is made of a couple of large pieces of bread, several meats and cheeses, some vegetables, and maybe some condiments.

Of course there is. Not all heroes wear tights and a cape. But the ones that do have purposes for them: Batman's costume is lined with Kevlar [for protection], Spider-Man and Superman's costumes are hidden under their everyday clothes for ease of use.
Anyway, back to the main subject. The answer would have to be yes. After all, why be a "hero" if all you're going to do is dress in tights. These are people dedicated to saving lives while risking their own. If you have a problem with that, then you have no soul.

Yes, anybody can buy tights and a cape, but that doesn't make them a hero... I think what makes a hero is compassion, empathy, love, thoughtfulness, etc...

The basic requirement (and it's not the cape): wearing their underwear on the outside. Background, special abilities, moral leaning or activities might differ but that remains the single constant and common thread.
