First, do NOT cancel your contract with Cingular. You can go to Verizon, tell them you want to switch. I recommend having them "port" your number so the day after your Cingular contract ends, your Verizon number will be up and running. there's no way around the cancellation fee, so just wait, You're almost there. So, when you switch to verizon, bring your account number, password (just bring a bill). If its in someone else's name, take them along. Ask Verizon what to do, but don't let them talk you into canceling now, its not worth it- considering the amount of money you'll have to pay Cingular and then the activation fee, new phone and all that.

You cant unless your contract is up.

For your other question, you can keep your number. You gotta get a new phone though and then tell the person at the Verizon store that you want to keep the number you had on your old phone and they will change it over.

You can keep your number - you just have to tell the account rep who sets up your new phone the number you want. You're going to have to pay the early term charge on your old account though if there was one in your contract (most likely there was) They are sticklers about it - you won't be able to get out of it

You will have to finish out your contract or you will have to pay the fee. With only 3 months left, the smart thing to do would be to wait. Will save you a headache.
