I would suggest getting a Pacu. Look similar to Pirhana's, but legal in all states. They can grow big.
Here's a picture of a Red Bellied Pacu:

You can own a paranah....but there are some rules:
1-first to get it you need a 50-70 gallon tank with no other fish or paranahs
2-they are expencive any where from 300 to 500 bucks and you have to specail order them which is a lot of money for fish
3- dont be scared about them act like they are a normal goldfish if you dont scare it it will be ok

They are not attractive fish, and if you just want an aggressive fish, you'd do better with a large cichlid - Jack Dempsey, Green Terror, etc.
Pacu is very similar to Piranha, and are generally legal to own, but they do get 30 inches long

Here is another message board on legal Piranha keeping http://www.answerbag.com/q_view.php/12212
"don't know if they would make good pets, because I don't intend to find out. I found a resource which indicates that there are 24 states that prohibit piranha, though some my allow ownership by permit.
Those states are [by abbreviation]: AK, CA, HI, WA, NV, UT, CO, AZ, NM, TX OK, AR, LA, MS, AL, GA, FL, SC, NC, VA, KY, MA, NY, and ME. "
Here's an interesting article about the piranha's reputation http://www.newsday.com/news/local/longisland/ny-lspets4905891sep25,0,7730033.column?coll=ny-top-headlines

Not in NYC. I have had Pacu's in the past, they have very similar eating habits. The danger of the Piranha is that when they get really large people tend to dump them in the local waters..if it's warm enough they can survive, breed, and kill off the local inhabitants.
Pacu's will come up to the top of the tank and let you feed them..and will nip fingers if they are hungry.
They are much more attractive than the piranha, and much more easy to find.
If your interest is in owning something that eats live food, or carnivorous, try chiclids, or pacus..both legal and alot of fun to watch!

Pet stores carry the Gourami which is the cousin of the Piranhas. Probably $4 and up.
P.s. you might wanna learn to spell Piranha right
