Alltel offers 3 types of prepaid plans (U prepaid): paid by minutes, paid by day, and pay by month. (Alltel also offers a prepaid cell phone set as low as $9.98. )
Pay-per-day, I think this is the best value deal. It will charge you 75 cents per day and you get to choose two add-on options for free. The add-on options are "free nights & weekends", "free mobile to mobile" and "unlimited text messaging". It charge you 10 cents per minute during the day time.
As the name says, the paid-by-minute plan charges you 15 cents perminute when you make a call or per-incomming or per-outgoing text message.
The website for the plan details and selection of cell phones available for the prepaid plan can be found at:

Most all cell phone companies offer pre-paid plans. Basically, you will be paying more $ for less minutes, but not to be in a contract. For example: T-Mobile offers a Nokia 6010 that comes with like 10-50 minutes when you buy it. You pay an activation fee ($35-$55) and you have a phone with only those minutes. You purchase at least $100 worth of minutes, get 1000 minutes that expire 1 year from the day of purchase. This doesn't include nights and weekends, so you only have 1000 minutes. When they're gone, you have to come out of pocket. There are different plans associated with different companies. But, again, you're probably wasting you money- just get in a contract- UNLESS, of course, you don't talk on the cell phone that much, then, and only then would it be worth it. Oh, sometimes you are restricted to which phones you can use, but like, with T-Mobile, you can buy any phone, at retail price.

T-mobile To Go has the cheapest rates around, and also nice phones. Their coverage is not the best, but the difference between them and Verizon is unnoticable when it comes to Pre-paid. T-mobile coverage is great.

Right now T-mobile is giving you a very nice phone, for $50.
They give you, esentialy, a easy $25 rebate, which are start off minutes to get your started. You can then go buy any pre-paid card from Target or 7/11 or a T-mobile store, and add minutes.
Their customer service is also reliable, open 24/7, and very easy/nice to deal with.

http://estore.vzwshop.com/inpulse/ - Verizon Inpulse (I recommend this one)

http://onlinestorez.cingular.com/cell-phone-service/cell-phones/cell-phones.jsp?CategoryId=2283000007 - Cingular Go Phone (this phone doesn't use cards but only credit and debit cards, unlike the other three I showed where you can buy cards to put money on your account)
