My friend was well qualified for the job, had tons of experience, was able to work any day or time of the week, and still wasn't hired. They don't even have a criminal record. The place says they're still looking for applicants. I know why they didn't hire me but why didn't they hire my friend?

Who knows? It could have been anything. The bottom line is that the employer can choose whomever they want. You seem to think that it's a right to get hired; it's not, it's a priviledge.

Sometimes people are not hired becasue they may not fit into the current culture.
Your friend should be able to ask for some constructive feedback about why they were not chosen though.

They probably thought your friend was a little too qualified and wouldn't find the job interesting enough to stick around very long.
