Not unless the desktop is one of the ancient IBM PCs that had an electric plug build into the back of the PC for plugging in the monitor. You need an electric plug to charge the laptop.

if it has an power outlet
but what is wrong with the wall socket
you do mean chrge the battery dont you
or do you mean control via infra red or remote control??
