any ideas how to make inexpensive black angel wings for my costume?

If i were you i would go get pipe cleaners, black fish net and some black feathers and then you take the fish net and put them around the pipe cleaners and then you take the feathers and make them fluffy. The pipe cleaners will help you to keep the shape of the wings and that should cost under 15 dollars. I did that for my costume a couple years ago and it turned out great!!

Maybe try a coat hanger (or two) and some black pantyhose. Then you can attach whatever you want to the pantyhose to embellish them.
