one of the most widely used cockney phrases although in your spelling you imply the short 'a' sound used in the north of england;if you mean london the pronunciation tends to something more like the sound of 'loaf'
said in the right accent it is a sentence conveying utter derision on the part of the speaker and very oftrn it is no laughing matter at all as the speaker is implying contempt on the part fo the other
