Most vehicles now are designed that if the coolant level gets low in the radiator no water is pumped to the heater core. Try checking the coolant level in the radiator. Could also be an air lock in the system too. Start the car up with the radiator cap off and run until the car gets up to temp to open the thermostat. Also have the heater set on high to open the heater valve. Should notice a drop in the coolant level when car gets warm. Top off with 50/50 antifreeze.

Low coolant level would be the simplest thing. Heater cores can clog partially making them not work all the time. There is a heater control valve which shuts off water flow to the core when you turn on the A/C: it might be partly closed. A heater hose might have a kink in it.
As to your gage: it should always be in the same place on a reasonably cool day. The thermostat should keep it at the same temperature. If it varies a lot you might have a bad thermostat, however the heater should work at idle when the gage is halfway up if there is plenty of coolant in the system.

You don't say whether or not the fan is working,so start there.If it is,there may be a problem with the blend doors in the heater unit.there is also a possibility that the control switch or the actuators may be bad.Find a reputable shop and have the system diagnosed.It is also possible that you are low on coolant.Check your radiator and make sure it is full.As you can see there are a lot of problems that can cause this problem.

I am willing to bet if you put the fan on high it works? You probably have a bad blower motor resistor, very very common in these cars. Cheap to get, and cheap to fix. May also be the blower motor, but if it works on high, start with the resistor.

Thermostat stuck open or missing. Inlet hose for heater collapsed or restricted. Try these two suggestions with two aspirin and see me in the morning.

I would say your thermostat is not working properly. Change it and this should fix the problem. Also be sure you have plenty of coolant in the system...as low coolant will also cause this.

your fan is on isnt it, and not just blowing through from having the vents set to outside source. if the fan isnt blowing maybe a fuse!

your blower motor could have stop working if so the motor is under your dashboard on the right side on the firewall.You would have to pull your glovebox out to see the motor

Belt is sliping or water pump is bad or leaking .Could be Vacum line not getting enough vacume till you get more RPM .
