How would they know who to go after if anyone in the world can post anything?

Why don't you use the Open Clip Art Library and save yourself the headache?

If the person does not have permission to use art, text, images, etc. and they use it anyway, you can ask them to take it off their webpage. If they refuse to, you may or may not be able to sue them. If the clipart was created by you by artistic means (meaning you drew them or designed them) then you may be able to sue. If they do not belong to you and you did not create them, then theres nothing you can do. This has been an ongoing problem with search engines that allow people to use images for free from websites who most likely paid large amounts of money to use the image for commercial use. It's also fairly easy to go after someone who uses images without permission. Domains are searchable and upon getting your registrar and hosting providers, they can report you and depending on your terms of service, they may cancel your service.

Probably nothing would happen to the individual if it's only a piece or two, but would you really want to proudly display material that you have stolen?
If it was a corporate site, they would likely be sued. Just do what's right and use public domain images or create your own.
