As I understand it they can repeat any phrase or action. So not every person with TS, for example is going to repeat the word 'beans' when he is stressed.
So with this in mind, a person with TS may well utter the words 'I LOVE YOU' when he is stressed. Although some people may find this offensive, the majority would find him quite polite. Or he could be a TS person who puts his thumbs up to everyone in an eccentric way. This could also make him appear polite. What if he did both together - this would make him appear extra polite.

well you friend could be really weird, or yes, Tourette's sometimes includes vocal tics. More common are the physical ones like blinking or twitching, but some do have vocal tics such as yelling or yodeling
