I'm on a budget, but I'm thinking brazillian bbq, or a steakhouse. Picanha churrascaria in Burbank, or somewhere like Woodranch at the Grove. Something romantic but not too pricy.

Hooters. Without Question. And don't get jealous.

Why would you ask a silly question like "Why Hooters?"
Hes a man. He is bound to enjoy the sight of Nice breasts and Butts. Its a look but don't touch situation, so by the time you get home he will be ready for a little action.(no offense intended) So there is also an upside for you too. Unless you dont want him in his birthday suit on his birthday.

OMG, and hes turning 21!!!! You don't go out for a romantic dinner on #21. Heck No! That confirms Hooters, give him Wine, Women and Song, and after thats done take him home, give him a cialis or a viagra to counteract whiskydick, and give him a night he will never forget. Next year think about romantic.

Okay, well, I take it he's a carnivore, since you mention steak..lol.. I don't live in California.. but if there's an Outback Steakhouse restaurant there, you may consider that; I think they have reasonable prices.

Other chain restaurants which serve steak dishes at economical prices include Applebees & Chili's.

Hope you two have a fun time and good eats!

Steakhouses are always great, but perhaps, you want to take him to somewhere different? I love Japanese steak houses, but I don’t think communal dining (sitting with strangers at a big table) is romantic enough for his birthday.

How about Gyu-Kaku? Gyu-Kaku is a Japanese interpretation of Korean BBQ. You have to cook your own food on the tabletop grill. It’s different, and more intimate (You are going to be cooking for him, sort of). They have branches in Sherman Oaks and Pasadena (Brand new!). A couple can share Geisha, around $50 (see the below link for specs). Ignore the al la cart menu. They are expensive.

And, Yes, they do serve alcohol. He is becoming 21 after all!

Have a great party!

Are you talking about "Burbank" California?, if you are I strongly recommend you Momotaro in Glenoaks. It is a great Japanese restaurant, great sushi (you have to be a fan of japanese food to appreciate it), they are nice and they can probably set something up for you. It is not expensive at all, my hubby and I go there all the time.

Steak houses I only go to Ruth's Chris Steak house, since I tried their steak I don't go anywhere else but it is really expensive.

Hi. Call around and see who has free birthday meals! That way, you can go to a nice place on a budget, and the Happy Birthday song is usually included, making it more like a planned celebration. :-}

Picanha is a a good choice, or if you do not mind a drive head to Santa Monica on Ocean by the pier The Lobster. It overlooks the ocean and then you can walk down 3rd street afterward.

How about just pack a picnic or get some food to go and have a nice romantic dinner at the beach or at a nice place overlooking the city?

Fuddruckers. Guys like to eat and it is fansier then most but still cheap enough. Some that I have been in have low lighting that could kind of give it the romantic feel.

Take him to a Japanese Steakhouse, its fun to watch them cook in front of you doing tricks.

Also the Melting Pot is great! (That can be $100-$150)
