Is it possible that Topinka is "better" than Blagojevich?
I do not find either of their positions on most issues appealing. Both are in favor of abortion until the 13th year, for example. Blagojevich is a typical liberal pushing gender pay gap myths, forcing pharmacists to dispense abortifacent drugs, and now his finances are being investigated.
Topinka was around when George Ryan was being a criminal, but apparently she did nothing about the corruption.
Personally, I believe they both are lousy for Illinois.

But, to answer your question:
He is better in the way that a cold sore is better than mono. One's unattractive - the other makes you sick.
