I'm in Canada, one of the warmer parts actually, and I understand that peonies must go through the cooling period and dormancy of winter in order to live properly. Just like some plants from even farther up north will not grow where I am because they are geared to growing in a much colder climate. Don't give up--I'm only one opinion.
