Yes it is because light can only slow down if it passes through something such as liquid. Otherwise even if its a reflection of light it still is light and travels at the same speed.

The speed of light is a time restriction.
One cm from the surface of the mirror the light begins to slow down,when it touches the surface it reverses and in one-thirty billionths of a second [appox.] accelerates back to the speed of light.
This may seem simplistic and would probably meet with a lot of opposition but a fairly simple light experiment may prove that light acts in just this way.
the equipment must be precision and may be expensive.
I will make the results known after i try it!

it's speed can only be that of light: we're talking about reflected light's speed wich is exactely the speed of straight light: only their directions differ. However, if we are talking about linear speed, it would be different: only when light goes through the emptiness it has a linear traectory with it's maximum linear speed, when it traverses atmosphere for example, it's traectory is curvilinear...it's real speed is the same as always, but it's linesr speed would be less, in water for example even less.

Your tiny little mind seems to have some problems realizing just HOW FAST light speed is. Your tiny little brain take longer to process the information that what it takes for light to bounce off you, travel to the mirror and bounce back at you and go into your beautiful little eyes and into your tiny little brain.
