My friend and I are debating about the legal age of consent in New York State. I know it used to be 18, but then I remember reading something that said it was lowered to 17. I have also seen in tv shows like Law & Order where they say it is 17. He is insistant that it is 18, not 17. Which is it?

"New York law states that a person less than 17 years of age is legally incapable of consenting to sexual intercourse or other sexual contact."

So you are right - 17.

Everyone thinks it is 18 everywhere. In Missouri, statutory rape is someone over 21 with someone under 17 or with any child under 14.
