better visibilty from the air, I suppose
Usually there will be large numbers up there as well for identification
It also would reflect more heat, I would think those brown vans can get pretty hot during the summer.

Perhaps where you live they are painted white. Not where I live in South Florida. UPS truck tops are brown, school bus tops are the same color as the school bus -- safety yellow-orange.
But perhaps they paint it white so that the sun will not fade it, or if you live in a cold weather state, that may be a reinforced roof for snow, hail or ice storms.

Probably because no one sees it so it is less expensive to simply not paint that part. It could have something to do with aerial surveillance too.
