Why it's so difficult to make design for web pages?

building the whole functionality and the logic behind it is simple, but that is any way to make design easy too??

But it IS easy.

I've been writing all my HTML in notepad for years (since HTML 1.1 lol), and it's simple!

On top of that there are packages like Dreamweaver out there which make it easier for people who prefer a WYSIWYG approach.

I'll give my vote to try Dreamweaver or other WYSWYG-based IDEs..
