You can make gift baskets. Get the baskets at a dollar store and then fill them with various inexpensive items. Toys, fruit snacks, etc. for the 3 year old; toiletries, candles, ornaments, etc. for the females; and toiletries, socks, etc. for the male. Or you can make a snack, candy, baked goods basket for the adults.

For the adult females, a "Spa in a Basket" is a fun idea. You can buy baskets at almost any thrift store, then fill them with things like shampoo, facial masks, scented body powder, etc. If you can find samples of stuff, you can really fill the basket with a nice selection.
Or, you can get them interested in a new hobby. A basket of small needlepoint, cross stitch, and bead work projects wouldn't be that expensive, but it might give them the spark to try other projects in that area.
You can do "Household Goodie Bag" for the 22 year old. If she's just gotten a new apartment. Fill up a plastic storage box with all those little gadgets we accumulate over the years, but never have at first -- good spatula, timer, egg slicer, strawberry huller, and so on.
For the three year old, "Crafts in a Box" would be nice. Take a nice sturdy cardboard box or small wooden crate and add stickers, stamps and inkpads, crayons, markers, drawing pads, coloring books, or what have you.
The 13 and 25 year old guys may be a little tricker. The 13 year old might like to try model making -- planes, cars, or whatever. And would the 25 year old be interested in some of the more elaborate puzzles like the 3 dimensional types?
Without knowing their preferences, that would be my best suggestions.

What I am doing is a bit the same as one of your other answers. I am getting some baskets and I will be printing the recipe for my Banana nut muffins, I will get large qty's of the ingredients and then separating them amongst the baskets. I am also doing my famous beans recipe. The ingredients are cheaper when you buy them in large qty's. I have a large immediate family, so it's hard for me to get everyone an expensive gift. You could take this idea and change it to cater to your family & friends... With items like hair barrets and lip gloss, nail polish & pedicure items...toys....etc...

The two adults are pretty easy...get a mason jar, fill it with a recipe for brownies or cookies or something, tie a pretty ribbon on it and there you go! Oh yeah, print the recipe up and attach it as a little tag. For the 3 year old, get one of those HUGE $3 balls from Wal-Mart..that will be his favorite gift, no joke. The others maybe a $5 gift certificate to itunes.

My wife and our two boys and I tend to print up coupons or certificates good for what would please the other. I tend to receive certificates for 12 Car Washes (one for each month) from my sons. My wife receives coupons for Foot Rubs, Brushing Her Hair, Making Dinner from the Boys. Something we have done for friends is a Bucket of Microwavable Popcorn containing a Blockbuster Gift Card, a Coupon for their favorite restaurant, a certificate for watching their kids/pets overnight or weekend and let's not forget the Ice Cream Parlor Coupon. We have also done this with a Basket of wine, pasta, etc.
I'm sure you can think of similar idea to fit your freinds/family.

Make everyone a personalized pillow. For the guys a fleece pillow in a print reflecting their favorite sports team or activity.....not the square throw pillow types but big bed pillow size they can cuddle with on the couch. For the ladies, a velvet or satin pillow in their favorite color and maybe a little sachet of lavender buds hidden inside a little appliqued pocket to help them relax.

use all sorts of odds and ends to make poinsettia doilies. ,thats with remaining wool red green and white. little pompomof red wool with glitter on it . 5 ice cream spoons glued on and glitter applied makes pretty stars. candy sticks neatly glued on makes a beautifulstar tobe hung outside the house.mind you i did it. lacy angels all crocheted. old artificial plastic fir pines and three red or silver or gold candles along with some acorns pine cones all creatively arranged on a styrofoamplatemakes a beautiful centre piece.acorns neatly piled over each other like a christmas tree is a beauty.

I like walgreens photo shop - you can upload 12 different photos and make a calendar for 2007 w/ pictures of u & your faimly or anything the person likes. They only cost about $20.
