yes, the button is drawn down by a vacuum seal, so if its up, the vacuum is gone, so it's not sealed

Yes - the stuff in the jar (whatever it is) is put in there hot, and when it cools it contracts (thus pulling the Safety Button down). If the button has popped up, that means that air has leaked into the jar, which means the seal has been broken.
