Did you drop it or do any damage to it?
It is possible that you damaged your monitor and you might need to take it to a technician. Or its possible that your video driver is damaged. Its hard to tell when I cannot see your monitor from here, but I think there has been damage done to your monitor or your video card.

Go into your monitor settings and look for Clock Phase, V-Clock, or something similar. Make sure this setting is zeroed, it works somewhat similar to the V-Hold in older TVs, and causes a monitor to alter the display vertically. If these settings are not present, also check your monitor's Moire settings, as some monitors will achieve moire effect by producing a shaking picture.
If you either don't have the settings above, or they are already set to zero, it looks like you should start shopping for a new monitor before your current one finally goes out, but hopefully adjusting your settings will fix the problem. =)

Is it on a vibrator, paint shaker, trampoline, etc...?
If not try hitting your computer or monitor real hard.
Try degauss or put V-Moire at 0 if that doesn't work. I know degauss helps if the screen is discolored.
If it is bad tubes and you don't feel like buying a new monitor, get new tubes if you can. I know you can buy replacment tubes for guitar amps, but I don't know about monitors.

If you have any electronics nearby, like fans, speakers, or flourescent lights, they may be causing intereference.
Move the monitor away from the electronics (or vice versa) and see if that fixes the problem.
If you are in a dorm, try moving it away from the wall, because someone in the next room may have some interefering electronics right on the other side.

This usually indicates the monitor is nearing the end of it's useful life. Time to start looking for a new one.

I have never heard of LCD panels doing this, but a CRT will do this when it is about ready to die because the tubes are almost expended.
