aren't there a million pubs around town? you don't have to be an alcoholic, but you are likely to meet people of all ages and types in a pub.

First, join the international student's union or club at your school. Attend meetings, go to their events, and see if you can't meet some people in that way.
Second, check out the Thorn Tree at Lonely Planet. They organise "meet ups" of expatriates and foreign students in various countries across the globe.
Third, again through your school, see if there are any clubs or organisations that are formed around interests that you have. Perhaps you play chess, or there's an accounting club, or what have you. Doesn't matter what the interest is. Good thing is that, joining one of those clubs, you know that you already have something in common with the others who are there - you already have something to talk about.
Lastly, it's hard to be a foreigner in a strange city. People do seem weird at first. But if you give them a chance - accept them on their own terms, not on yours - you may be surprised that what seems weird now doesn't seem so weird later on. If your classmates, for example, are really into football, and that's not something that interests you - give it a chance. If they like Doctor Who, and you have no idea what that is, ask about it. See if someone can hook you up. Maybe you'll like it.

if someone is around you just start asking questions get to know them
for Ex. do you play any sports?
(Dont ask too many questions youll get annoying to them)
