There are various universities whose prerequisite for a masters is an undergrad degree of any kind or if you don't have this they will consider you application if you really want to do the course, have shown some kind of work, reference or other study in the field. If your sister already has this degree - which is an achievement in itself - there are many online, or overseas universities that would accept an application with a degreee in any field already done. Pick a disipline, research the uni, see what the prereq's. are and apply. I am sure the application would be accepted into various master's courses. Good luck.
