You may not be asking this question the way you need to. As your question is worded, the answer would be: Federalism allows for political and economic diversity among the states by laws and statutes. Federalism is a word that denotes the type of power structure binding the constituent units - states, in this case - and it can take many different forms. A federalist government can wholly squash any internal diversity, or wholly support diversity, depending on what the federalist structure determines to be in it's best interest, restricted only by the laws of incorporation - say, a constitution, for example.

Federalism only defines the nature of the federal government. It allows for political and economic diversity by keeping its hands off of state issues.

Also, I cannot make inferences from my own answer. I could imply things that you could infer, but I don't think I even did that.
