There is no other way to get around it. Pick up the phone and start calling.
Identify a list of target companies (use hoovers.com or similar web sites) and the possible job titles/roles you want to reach and start calling.
You can find some passive candidates through Internet research. Look into professional association membership list, alumni networks, online communities (LinkedIn etc).
You might find some email addresses through Internet research but emailing wouldn't give you much results. Too many companies have firewalls to stop unsolicited emails, and most people are too suspicious these days to even bother answering.
If it was easy, they wouldn't be paying you the big bucks.
