Oct/Nov when they are clearing out last year's models (ie this year) to make room and there are still some good choices available. Any month around the 29th or 30th (or last Sat of month towards evening) since many salespeople really need to make quota for the month to keep his/her job or commission for rent.

when the 2007 come out they give deep doscounts on the 2006... do not let the dealership finance you. Get financing from a bank first
then negotiate the price of the car not the payments - negotiate price. get a good price and dont tell them how you plan on paying for it keep that to yourself
once you get a good price on the car then let them know how you intend to pay for it..
and dont let them know how much you like it or want it
be able to walk away at anytime for any reason.. this is a major purchase and dont do business with anyone until you are happy.look at www.nada.com and edmunds.com to get the fair price of the car you want before you go to the dealership.. education is your tool here...

Typically it's around Labor Day and/or Columbus Day. This is the time when the "next year's" models start entering showrooms and when the dealerships want to get rid of "this year's" inventory. There's a lot of money to be saved, but there might not be the best selection.

anytime beside teh months of Jan.- April. This is the time when income tax returns come in, and every car dealer in the usa jacks up prices up to double!!
Probably be best in the latter months, say september through early December.

December, because that's the slowest time of the year for the car industry.
