A radiator. You run your hot liquid through it, and because it features a lot of loops, it has a large surface area through which the heat can dissipate, heating the surrounding air. Some also have fins that effectively extend the surface area by conducting heat away from the metal coils and radiating it to the relatively cooler air around them.

I agree with theyuks' answer. . I knew it, but couldn't think of the word, but yes, it's a radiator, and it radiates heat. (the kind he mentions is the old kind you used to find (and still do) in old buildings to heat them in the winter)
