You could try, but in the end you will fail. Kids will hang out longer and be more tighter in their friendship the more the parent complains. Leave her alone. Easiest thing to do is monitor her closely but with the lips firmly kept together from you. She'll find new friends sooner or later especially at the age of 10.

Remember that you are the parent and she is the child. That does not mean that she is not entitle to have friends, but you can control the people she hangs out with. If she does not respond to your command, you can always use...you are grounded. That's what you need to do. As long as a child lives under your care, your main responsibility is to watch for her safety and well being, so that in the future, she can become a good citizen.
Remember that once they have grown, then it is up to them, but you can feel proud that you did your best as a parent during their childhood years.

extra curricular activities - mixed martial arts, sports, crafts, art, volunteering after school at an old age home, or a shelter for unwed mothers. Wouldn't hurt to get the shock value in there as well. But mostly try to keep her busy with fun stuff and cool people.

Get her involved in activities that do not include those kids so that she can make other friends. I highly recommend soccer or other sports, or youth groups at your church or temple.
The worst mistake I made with my 17-year-old son was to tolerate the kids he hung out with when he got to middle school. You're not quite there yet, but you will be soon. Act now.

She's only 1o years old ---- put your foot down, be the parent not a friend and tell her she can't ---- ground her if she doesn't listen. When she's an adult and out of your home she can so what she pleases right now she's the child.

Sign her up for some type of sport or activity that takes place after school so she doesn't have time to hang out with them.

Tell her she's not allowed to hang out with those kids. Aren't you the parent?
