Ceres is in the asteroid belt. I'm not sure what kind of settlement you're thinking of. If it's a surface settlement, you could just put it right on Ceres. Ceres is the largest asteroid, and is essentially planetary in scale. If it's orbital, you could put it in orbit around the Sun, in a position that keeps it close to Ceres. The asteroid belt is very sparse, so you wouldn't have to worry much about colliding with other asteroids.
