1. The flag is known as the Scottish Red Ensign and was the standard of the Lord High Admiral of Scotland. An example is shown on the linked Flags Of The World webpage below.
2. The last Lord High Admiral of Scotland was David Wemyss, 4th Earl of Wemyss (appointed in 1706). The duties of this post included command of the (Scottish) King's ships and sailors; inspection of all sea ports, harbours, sea coasts; the appointment of judges to decide cases relating to maritime affairs; and juridsiction over creeks, fresh and navigable waterways. When Scotland joined England, through the Act of Union of 1707, the post was deleted, and all admiralty jurisdictions were placed under the Lord High Admiral of Great Britain.
