As you did not register the marriage I think you were not married in the eyes of the law. If this was prior to 2001 he will not have PR. I can't understand how your children do not have birth certificates. After 2001 if your partner's name is on the birth certificate that would give him pr.

If you are in the UK, and their father is not on the birth certificate, then he does not have parental responsibility. If he wants it, he will have to apply to the court, by completing a parental responsibility order. See the following website, for more information. I'm sure it will answer your queries.

as far as i understand each country has laws about child support. you would definitely need to contact some kind of family assistance service there in the UK. most likely they would have a service. every country has 'divorces', and parental obligations.
go through the telephone book and if anything, talk to an attorney there in the UK. you may have to. at least get some answers.

Get legal advice fast, or risk losing your children. The Citizen Advice may be able to help, or go to a solicitor it may cost an initial amount ~(anything from £20-80) but worth it for you to continue being a mother.

how can your children not have a birth certificate?
He can apply for parental responsibility which is a document which needs to be signed by you both at court. But he doesn't have it automatically as you weren't married...

grab a lawyer some who specialise in family law will do a free first session are you in England or UK if so contact a group called Families Need Fathers they can give good advise families need fathers 134 curtain road London EC2A 3AR i know it sounds like they favour dads but there are mums who contact for advise too
