Yes...you can open any kind of service business without having any kind of certifications in that particular service. The important issue here is that those who will be performing or providing the services will definitely have to be licensed or certified accordingly. It is also a good idea to have a manager who is also licensed and well qualified to deal with client issues. Keep in mind, you will be the financial officer of your business, not the service provider. Of course it is absolutely imperative that you have a vast knowlege of the service your business will be providing even if you're not licensed.

No you do not have to know a thing about hair or the prof. As long as you have a licenced cosmetology manager on staff you can do it. Great Opertunities!!!!!You do not need a degree in anything!

You don't need any degree to operate a business or get a tax permit. I believe cosmeticians are required to have state licensure and follow health guidelines.

you can have a business liscence... if u don't have a liscense to do hair, then you can't do hair, unless you want to get a huge fine for breaking the law.
