sew around the height that you want the sleeves to be, with sewing machine, then trim, this should do it, and stop it from freying/unravelling..

Buy some kilt safety pins - v cool, not like normal pins - think you should be able to get them from most shops - maybe Woolworths etc. Roll sleeves up to desired length, then pin in to place. Make sure the pins are on the outside so it looks like a statement rather than just a poor quick fix - v trendy! :)

Push the sleeves up and place a rubberband (Elastic) on the cuff. The sleeve will overhang the elastic and not be visible.

well you can take the wooley jumper to a Taylor and get it fixed the way you want to, or you can do it surfeit all you got to do is learn how to sow.

how about sewing small strips of fabric on the inside and a button on the outside then roll them back and fasten the button, a bit military style ish

If you can knit unpick to length required ,
or failing that find someone who can knit, or take it to your local dry cleaners they usually do alterations.
