They back North Korea for strategic reasons but don't really want them to have the bomb.

well, they were a little peeved that nk made them look bad, but they probably still like them better than they like us. Id say they look at nk like a rabid dog that you keep around to keep the riff raff off. sometimes the crazy things barks loudly and embarrases you, and it could bite the wrong person, and it eats a lot of food that you have to keep giving it, but you've had it for so long you dont really want to put it down.
