If you've only got £400, that will only be able to pay for the server. That won't cover the cost of the internet connection to it. You'd need a line of at least 100mbps for it.
Its much cheaper to get a dedicated web server though even that is expensive.
What will you be hosting on your website? If its not much, i'd strongly recommend going for a shared server which can cost as little as a few pounds a month. You can pay a year, half year, etc at a time though.

Wether or not you can host your own server depends on your ISP. You can easily take just about any old PC and turn it into a versatile server. I reccomend a little linux distro called clarkconnect, Its free for home users and has a long list of features, including web and ftp server options. http://www.clarkconnect.com/ The only catch is that you need a dedicated pc to run it on, but any old box will do, I currently run mine on a 350 mhz pentium II with 128 megs of ram and a 4 gigabyte hard drive. Again, you have to check with your ISP to see if they allow that sort of thing on your connection and obviously you'll want to have a connection with a good upload speed. I hope this helps.

I think you'll find it is very much cheaper to pay for a web hosting company. You could probably get everything you need for £60 a year - so your £400 would pay for 7 years' hosting (ignoring the cost of bandwidth which you would also need to pay for if you hosted the site at home).

if you are going to buy a server, you need to have a place to host it. Even if you have a dedicated IP, you wont want the web traffic coming to your house. You might check into dedicated or colocated hosting.

It depends on which lang your web app is code with.
You will need just a domain name. But you have to be net savvy to host your own web site at home. In my case I find very handy to host my own web site: the problem is prof. web hosters are more secure than D.I.Y hosting
