It is comprised of charcoal, potassium nitrate, and sulfur. It is a simple mixture with optimum proportions. However, the particle size is a critical factor if you're making it to use.

I think that if you're making it for legal purposes, it is legal to make your own in small quantities. However, if your making it for other nefarious puposes it is illegal.

I don't know alot about it, my ex husband had blackpowder guns and even hunted with them, but you could call your local gunsmith or gun retailer and ask, both about the powder and the laws. I wasn't aware that you "make" it, but rather by it from a gun shop.
