It was initially a government porgram to allow different departments to post information and send files to one another, it was called the arpanet, then it was brought into academia and universities researched it and utilized it to send cutting edge research to each other, then with the realease of realistic functional computers for private use at home in the late 70s and 80s it became very prominent especially after good operating systems were developed in the late80s and 90s. hope this anwers your q!
