Depends on where it's connected.

If it's in parallel with the other load, it decreases it. Depending on the adjustment of the rheostat, sometimes alot, sometimes not so much.

If it's in series with the other load, it increases it. Depending on the adjustment of the rheostat, sometimes as much as the full value of the rheostat, sometimes very little.

Think of what the word "variable" means. It either adds to the total resistance of the circuit, or it decreases it, depending if you have turned it up or down.
