Speeds typically reach 64Kbps and it requires a phone line to be in use, using a baseband transmission (using one channel at a time rather than DSL or Cable using multiple channels for transmission - broadband). In other words, it’s a glorified dial-up connection that’s slightly faster and much more expensive.
There’s a less common version called B-ISDN that reaches faster speeds and uses broadband transmission.
