How do I propose a t-shirt design to an NFL team?

Their buyer has said they do not accept unsolicited ideas, nor does Reebok (the NFL supplier). I've mailed the design to the Cowboys, and a specific player, but imagine it's lost among fan mail.

It has to be approved by the NFL, not the team or the supplier
