I'm afraid that only certain bank notes will be exchanged at the banque de France.
Dead lines are :
Till march 2007, for the 500F « Pascal » ; till april 2008, for the 200F « Montesquieu » ; till january 2009, for the100F « Delacroix ». On the 17th of february 2012, it will be the last day to exchange bank notes in francs : 500F « Pierre et Marie Curie », 200F « Gustave Eiffel », 100F « Paul Cézanne », 50F « Saint-Exupery » and 20F « Debussy ».

I was living in Italy when the lire was introduced, and the commercials on TV said that after a certain date (in 2002), lire could only be exchanged at the Banca d'Italia. Are you sure you have 200 million lire? That's over $100,000. And you have about $16,000 in francs. Why can't I ever find money like that in a suitcase?

at this point in time, your only option is to go to the central bank of france.
They will exchange french francs for Euros, at the exchange rate set at the timne of the conversion.
elsewhere, it 's really difficult.
