I am in the nursing program at my local college but it took me a long time to get in. The reason that they gave me was because the nursing field has so many applicants but not enough teachers. They can only put 25 students to 1 teacher. So the answer is there is not enough teachers to teach the thousands of students applying each semester.

SO true. I am in the pre-clinical phase. There are 200 seats available per 1,000 applicants for the clinical phase. Its crazy competitive. You must maintain at least a 3.8 GPA to be considered. They take the highest 200 GPA's.
They really need to do something about this. It's ridiculous to wait so long. If you don't make it in you have to find another school to apply to or change your major. It's the most stressful schooling I've had to take!

Because there aren't enough staff and teachers who want to teach the classes.
