The CPU is different from the tower. The CPU is actually your processor, which is located on your motherboard. If you need a new processor, you will need to get a new motherboard that is compatible with the new processor.
Before getting a new motherboard, take your computer to a computer repair specialist and have them diagnose the problem.

First you have to be sure that you have a good power supply. After that make sure the video card is good, and also the memory. Obviously most people don't have these on hand, so you have to rely on friends or take it to a tech. If after all of that, you need to put in a CPU that you know works. If the computer boots up the bios, you know it was the CPU. If still no luck, then it must be the board. Unfortunately trial and error with different components is the way to go. My experience is that the CPU and MB are the last to go. One clue is to see if the fan on the cpu is working. I've seen a couple of fried cpu's because of bad fans. Anyhow, good luck

Intergrated Graphics? Check the PSU with a multimetter to see if it is giving the right pinouts voltages. If you can try another video card option do it. If neither of them help I guess there probably is a problem with the mobo. Since there is no beeps to help either. See if it has a LED light inside some manufactures like dell uses them instead of speakers to troubleshoot

You try a new monitor? Monitors do bite the dust sometimes. Check your cables on the monitor too? You sure all your cabels are plugged in fully on the MB? if the aux cable (4 wires from PSU that goes to the MB) from the power supply isn't in fully, your system will do what your describing.

Your OS has most probably crashed. Go to system BIOS and change the boot sequence, select the CD drive as the first boot device and then insert the OS disc. and its gonna reinstall the whole thing.
