hang up some stripe curtains? Add a few live plants? Put the magnet collection up on the fridgerators door? Tape up a few posters?
Throw down some rugs? Buy a am/fm radio with speakers, keep low; do not disturb the neighbors! Put a phone in? Add a doorbell? Ask maintenance about that!

Open some windows, keep music vaguely playing, invite friends over at least once a week & get you grill going if you have a patio to walk off of. If not, buy a griddle and load it with all the usual fixin's.

There is nothing to fix. You wouldn't want to live in a noisy apartment building do you. Believe me when it is noisy, it will disturbed you. I used to stay over at one of my friend's apartment (before I found one on my own) and was it noisy. One night, I was watching tv and It was normal volume . Then all of a sudden, a woman from upstairs was screaming Ohh ohh Ohh. I couldn't hear a word from what I was watching. She kept screaming OhH Ohh so f*ng loud I was disturbed. Now I am glad that I found my own place.

The best way I found is to invite
a bunch of people over and liquor
them up. Then break out the naked
twister game and start playing.
Usually turns pretty rowdy after
just a few spins.

No!! Just enjoy it. It does not need to be fixed. Move to a more active apartment complex.

Try a little rock water fountain or a sound machine with several sound settings, Brookstone has an excellent one where you can't hear the sound loops with streams, crickets, etc.
