No, it's not, and it shouldn't be, first, because of it's connotations with satanism (never mind that it was originally tied to the Catholic All Saints' Day observations on November 1), and second, there are too many national holidays now as it is.

If you speaking for making it a day off from work your nuts. It's already a National Holiday for the kids. Only problem is that a few psychopaths have almost destroyed what use to be one of the best holidays a kid ever had. Any one who spikes a kids candy should be tar and feathered and hung by their feet.
