Jacques Chirac is the president and Dominique de Villepin is the primeminister. Strange set up really but works very well. The French legal system is quite interesting. They also have a bi-cambral chamber system.

Chirac is the president because the constitution gives him a lot of power, he is the head of the state, De Villpin does not not have so much power he is the primer minister. Chirac is tired he needs to retire... i think this is the reason we do not see him much. France is getting old school because they are not open to new ideas.buT i love this country.

In France, the president is the chief of state, while the prime minister is the chief of government.

Do not confuse government with state, the government is the group of governors, mayors etc, while the state is the people of a given country.
