Gandalf because he has lived thousands of years and accumulated tons of information. He has probably forgotten more than Dumbledore knows. Not saying that Dumbledore isn't wise. But I also believe that Dumbledore isn't dead. He too put himself in a horcrux or whatever it is called and he is still alive.

Well it's like comparing apples and oranges isn't it?
You can't really compare them on the power they have because they were both written with two different descriptions of a wizard in mind. So you can't really say oh Gandalf is better becuase he can do so and so and Dumbledore can't (Or vic versa) Tolkein and Rowling are two different writers who came up with two different possibilites of a wizard.
Now if you look at characterics such as nobility and loyality, I feel they are both the same. Mainly because their characters themselves are very similar. They play the guide, helping the main character overcome obstacles, but then eventually having to leave the main character on their own (Gandalf dies and is reborn into Gandalf the White, Frodo has to continue the quest without him; Dumbledore dies and Harry realizes that no one can stand in front of him and protect him anymore, he has to go after Voldermort himself.)
Casting wise, I feel Ian Mckellan (Sp?) was cast magnificently in the role of Gandalf. He really did a good job with the role. On the other hand, I feel casting for Dumbledore is weak. The orignal Dumbledore was okay, but I feel the new DUmbledore...overacts the part.

Well I liked Dumbledore played by Richard Harris a whole lot better than Michael Gambon. Now he's just dumb, get it? haha. Well Gandalf died to save others, Both have a small pupil, both fight evil, both are ugly in real life haha... wow this is a hard question.
Both wizards give such good advise on living and courage. Dumbledore: "It does not do to dwell on dreams and forget to live, remember that.", "It is our choices Harry, that show what we truly are, far more than our abilities."
Gandalf: "Pity? It was pity that stayed Bilbo's hand. Many that live deserve death. Some that die deserve life. Can you give it to them, Frodo? Do not be too eager to deal out death in judgment. Even the very wise cannot see all ends. My heart tells me that Gollum has some part to play yet, for good or ill before this is over. The pity of Bilbo may rule the fate of many.", "So do all who live to see such times. But that is not for them to decide. All we have to decide is what to do with the time that is given to us. There are other forces at work in this world Frodo, besides the will of evil. Bilbo was meant to find the Ring. In which case, you were also meant to have it. And that is an encouraging thought."
Well I dunno maybe Gandalf because he turns white.

Gandalf, he is alive. I actually think Dumbledore was a better at magical fighting and a better wizard than Gandalf, but Gandalf is a little better than Dumbledore when it comes to physical fighting so I think Dumbledore is all around better.

Gandalf because he actually gives people information to help them. Dumbledore turned out to be too secretive, if he would have trusted Harry earlier there would have been so much less pain in Harry's young life.

I think Dumbledore is better than Gandalf. I like the way he answers the Questions asked by Harry Potter calmly. Voldemort (You Know Who) was afraid of him even from his childhood days. I was very sad that J K Rowling killed Professor Dumbledore in her 6th Book.I have gone through All the harry potter books & in my openion he is the wiz in the world.
