Who should apologise first?

If someone were spying on me it would be my intention and my pleasure to offend them. No apologies from me.

They shouldn't have been spying in the first place! You're too nice!! But I would probably end up apologizing myself.
Anyways, I would recommend picking your nose next time someone is spying on you. I do that if someone is grilling me, it usually stops them. If it doesn't, the person usually turns out to be pretty cool cuz they understood what I was doing. LOL!

Personally the person spying should apologize because that's just wrong. But I suppose if you said I didn't mean to offend you but you shouldn't be spying one me.....and explained the situation, maybe they'd get the hint.

It really depends on the nature of the offense and the reason for spying. I would tend not to apologize for the offense, unless there was a compelling reason.
