Well the TV system is the same, so it should. It don't think they use region formats on the DVD like a DVD video. I believe the games are split by PAL or NTSC.

It has to do with a sort of region blocking. Something the same as with dvd players. This to make it possible to sell the games at lower prices in countries where people cannot afford to pay the high prices. There are (illegal) ways to unblock your console, but better not to do so (within the guarantee period).

It probably wont... because of the region restrictions... there isnt anything to take off that blockage.. but you might be able to take it somewhere where they "fix" electronics and mess around w/ it... you never know... you also need a certain chip if your going to play burnded copies.... they mess w/ you man...
