I believe that it was a treaty saying that there would be no militarization of space. Any nation who signed the treaty would be bound by it, any nation who didn't sign it would be free to put weapons in space. I am not sure which nations signed the treaty other than the U.S. & Russia.

THE USA OWNS SPACE. WE OWN THE MOON WE OWN THE STARS WE OWN EVERYTHING. EVEN THE SUN. WE HAVE NUKES IN SPACE. WE HAVE DEFENSE SYSTEMS IN SPACE. SPACE LAW IS DETERMINED BY WHO HAS THE MOST MONEY TO DEPLOY IN SPACE. THEIR ARE ONLY A HANDFUL OF COUNTRIES THAT CAN DEPLOY ARMS IN SPACE AND WE LEAD THE PACK.
